With a career spanning more than 18 years at the highest levels of law enforcement, regulatory prosecution, and advocacy, Belinda Hughes offers her clients a unique and decisive advantage. Belinda has been on both sides of the courtroom, prosecuted for the NSW Police Force, TfNSW. NHVR and led national regulatory enforcement teams.  

Today, as Principal Lawyer of Hughes Law, Belinda dedicates her formidable experience to representing individuals facing the criminal justice system and advising transport and trucking companies across a range of transport law matters.

When you are facing criminal or serious traffic charges, the right legal guidance is critical. Belinda’s 13 years with the NSW Police Force, including more than a decade as a Senior Police Prosecutor, has fortified her expertise in criminal law, traffic law, sentencing, bail applications, and AVO matters.  

Having prosecuted and advised on some of the state’s most complex and serious criminal matters, Belinda brings unique insight into police procedures and prosecution strategies, enabling her to identify critical opportunities for her clients. 

Belinda also spent three years with the State Crime Command – Gangs Squad. Here she led and advised on complex investigations and prosecutions targeting serious and organised crime, and advised on Firearms Prohibition Orders, consorting laws, search warrants and Serious Crime Prevention Orders. Belinda draws on this unique experience to ensure her clients are afforded skilled and strategic representation. 

Expert Guidance from a Specialist in Transport Law and Regulation 

The transport industry in Australia operates under a complex regulatory framework. For executives and companies, navigating the Heavy Vehicle National Law (HVNL) and its Chain of Responsibility (CoR) provisions is a significant challenge.  

Belinda offers companies more than just legal advice; she provides strategic counsel that protects your business, your people, and your future. 

As Head of Prosecutions for Transport for NSW, Belinda led the team in prosecuting thousands of camera-detected offences, licence and medical appeals, and complex vehicle inspection scheme (AIS) matters.

At the National Heavy Vehicle Regulator (NHVR), she was the Director of Prosecutions where she led complex CoR prosecutions nationally, delivering a modern, strategic enforcement model focused on risk-based regulation. She expanded the legal team from 6 to 43 staff across Australia, introduced transparency and community-focused values in prosecutorial practice, and authored the Judicial Guide to the HVNL, now published on JIRS and used by courts and regulators nationally. Belinda drafted and published the Prosecution guide the agency use and created many of the processes that the team still use across Australia. She understands why they make the decisions they do, and can identify the best strategy for her clients by using this insight. 

Belinda brings unique insight into how police and regulatory agencies operate, investigate, and prosecute. This enables her to provide clients with clear, strategic legal advice and representation grounded in real-world experience. 

Beyond the courtroom, Belinda contributes to the broader legal and regulatory community through policy, reform, and mentorship. She serves on the NSW Law Society’s Government Solicitors and AI Subcommittees, and mentors law students and early-career professionals through the Kokoda Track Foundation.
